BLOOD RESERVE -An agreement that is the first of its kind in Alberta since the Government of Canada introduced its Inherent Right of Self-Government Policy in1995 has been signed by Chief Chris Shade and Robert Nault, Minister of Indian Affairs and Northern Development on April 5.

"By the signing of this framework agreement and through the dedicated efforts of both the Blood Tribe and federal negotiation teams we are another step closer to administering our own Child Welfare for the Blood Tribe membership," said Chief Chris Shade.

LAC LA BICHE-Two Portage College students were among 100 provincial recipients of the Laurence Decore Award for Student Leadership. Receiving the award were Theresa Desjarlais from Caslan, a student in the Rehabilitation Services Diploma program, and Charlotte Cardinal from Lac La Biche, a student in the Educational Assistant program. Both award winners received $500, presented to them by Portage College president Ted Langford on April 11.

Four-and-a-half months of meetings have produced a provincial government document that makes a lot of promises to Aboriginal people.

Strengthening Relationships: The Government of Alberta's Aboriginal Policy Framework was released by the Aboriginal Affairs section of the International and Intergovernmental Relations department last month. It's a 24-page report that reveals the basic positions held by the Klein government in the realm of Aboriginal Affairs.

After an eight-year absence from the music scene, Priscilla Morin is marking her return with a Canadian Aboriginal Music Award nomination and a performance at Toronto's Skydome.

Morin is nominated in the Best Country Album category and is scheduled to perform during the awards show Nov. 24.

Morin is nominated for her CD Waiting For You, released in July.

"I'm shocked. I'm honored to even be recognized, to be nominated," Morin said.

Other nominees in the category are Slowhand, for the CD Stranded, and C-Weed Band for Run as One.

Committee to guide mental health board

A desire to see mental health services delivered in a way that is acceptable to the Aboriginal community has prompted the creation of a wisdom committee by the Alberta Mental Health Board.

Marty Landrie, the board's mental health co-ordinator, said they consulted the Capital Health Authority's Aboriginal service department, which has a wisdom committee, about ways to develop mental health services for Aboriginals.
